The Delegates of the FDU-Inkingi Party convened in an extraordinary congress held online from 8 to 9 November 2025, as mandated by the previous extraordinary congress of 24 May 2025.
Proceedings of the Congress
- Heard and discussed the report of the Commission established by the extraordinary congress of 24 May 2025 to enhance the party’s internal functioning.
- Exchanged views on the political situation in Rwanda and the continuing persecution of opposition members —particularly the imprisonment of Mrs. Victoire Ingabire Umuhoza, President of the Dalfa-Umurinzi party, and the publication by the Rwandan Financial Intelligence Centre of a so-called “terrorist list” containing 25 names, all belonging to government critics, intended to intimidate and silence dissent.
- Recalled that the RPF regime continues to violate human rights, persecute and dispossess citizens, restrict political freedoms, and commit killings and disappearances of its opponents. These abuses continue to force many Rwandans into exile, while the regime pursues and threatens them abroad as part of a deliberate campaign to suppress dissent.
- Examined the ongoing regional crises, particularly Rwanda’s aggression in the eastern Democratic Republic of Congo (DRC), using its proxy armed group M23, as well as other destabilizing actions that the Rwandan government continues to carry out across the Great Lakes region and East Africa.
Resolutions of the Congress
- Expressed deep appreciation for the dedication and commitment of the Commission appointed by the extraordinary congress of 24 May 2025, which fulfilled its mandate effectively.
- Reaffirmed that the RPF-Inkotanyi’s campaign of terror and the government’s dissemination of “terrorist lists” will not discourage the opposition but instead will strengthen its resolve to free the Rwandan people from oppression.
- Declared that the imprisonment of Victoire Ingabire Umuhoza is politically motivated and baseless, intended solely to silence her voice on issues of governance and democracy.
- Mandated the Executive Committee to pursue efforts to coordinate with other opposition movements and organizations to develop a joint roadmap aimed at accelerating the struggle to free Rwandans from the RPF-Inkotanyi dictatorship.
- Urged the Government of Rwanda to respect international treaties on non-interference and sovereignty of other countries, and to end the recurrent wars in the Great Lakes region caused by its acts of aggression.
- Decided that the Ordinary Congress of FDU-Inkingi shall be held as soon as possible to elect new leaders to the party’s statutory bodies, in accordance with the Internal Rules and Regulations adopted by this extraordinary congress of 8–9 November 2025.
Closing Remarks
- The lies, intimidation and manipulations of the RPF-Inkotanyi regime cannot shake our determination. FDU-Inkingi remains a strong and principled force committed to justice, peace and freedom for all.
- The betrayal by certain former opposition members, such as the Prime Minister of Rwanda who defected from the RNC and pledged to assist the RPF in destroying the opposition, will not succeed.
- The regime’s relentless repression of peaceful reformers is proof that the RPF has lost the war of ideas and that its reign is approaching its end.
- The party must continue to strengthen its organization, expand partnerships with other democratic forces, and stand in solidarity with the suffering Rwandan people.
- Rwandan youth, both inside the country and in the diaspora, are called upon to play an active role in the struggle for peaceful change. They are encouraged to join the democratic opposition and contribute to the nation’s liberation.
- Rwandans in exile must remember that they are the voice of the voiceless — of those inside Rwanda and in the region who are silenced and oppressed by the RPF-Inkotanyi regime.
