Today, the Supreme Court of Rwanda shunned Ingabire petition on constitutionality of genocide ideology , revisionism and sectarianism laws. The official reason is that though the concerns look genuine, the petitioner did not append copies of the LAW N° 33 bis/2003 OF 06/09/2003 REPRESSING THE CRIME OF GENOCIDE, CRIMES AGAINST HUMANITY AND WAR CRIMES.
The motion received dismissive treatment because the judges thought it was not cert-worthy by only looking at the list of attached copies and missing authority records. One specialist of the Rwandan law observed: “if you file for a divorce, do you really need to submit all the rules of the civil procedure and copies of the whole divorce law”?
The defense counsel has submitted afresh the motion to nullify the contentious genocide laws known to be vague, unclear, broadly defined and used to muzzle opponents, media and other critics.
